The Wyoming Department of Corrections (WDOC) is seeking a qualified and motivated Contract Manager to join our team in Cheyenne, Wyoming. This position manages medical and treatment programming contracts across five adult correctional facilities: Wyoming State Penitentiary (Rawlins), Wyoming Medium Correctional Institution (Torrington), Wyoming Honor Conservation Camp (Newcastle), Wyoming Womens Center (Lusk), and Wyoming Honor Farm (Riverton). The Contract Manager ensures the effective delivery of essential services to incarcerated individuals by overseeing vendor performance, maintaining contract compliance, and coordinating with internal stakeholders.

Essential Functions

• Manages contracts for inmate medical, dental, and mental health services across five facilities, ensuring services meet contract requirements, NCCHC standards, and federal and state laws.
• Responds to and coordinates contract service provider matters regarding inmate grievances and communications.
• Manages inmate substance use disorder treatment service contracts and conducts off?site and on?site reviews to ensure appropriate treatment levels.
• Ensures timely completion of ASI assessments and maintains a waiting list for movement to treatment.
• Responds to staff and inmate correspondence on substance abuse treatment and general programs.
• Manages the contract for inmate sex offender treatment services, conducts reviews, and maintains a waiting list for treatment placement.
• Designs and prepares statistical reports to assist the agency with performance reviews of contracted services for programming and medical services.
• Develops audit tools and acts as audit chair for contract?related audits.
• Manages the Departments RSAT federal grant, ensuring data collection, reporting, compliance with RSAT standards, and sub?recipient monitoring.
• Serves as WDOC duty officer as required.

Qualifications

Preferences : Bachelors Degree in Business Administration or related field; 3+ years progressive experience in Business with senior grants & contract administration; experience in a clinical or medical environment; documented training in the WOLFS accounting system; experience preparing written documents and presenting information orally to groups.

Knowledge : State government functions, state and federal laws, policies, procedures established for the work system.

Minimum Qualifications :

• Education: Bachelors Degree (typically in Business)
• Experience: 1-2 years progressive work experience (typically in Business) at senior grants & contract administration specialist level; or 4-6 years with substitution.

Physical & Other Requirements

• Can sit comfortably, may require walking, standing, bending, carrying light items, driving.
• Some travel may be required.
